diskpart can't start

I'm having trouble getting diskpart running on my XPE system. This may be a rookie question, but how do I fix

The disk management services could not complete the operation

I've installed the following (disk related) components
Disk driv
Disk Management Basic Volume Runtim
Disk Management Command Line Utilit
Disk Management Dynamic Volume Runtim
Disk Management MMC Snap-I
Disk Management Service

Any ideas?

Add "PnP (User Mode)" and "Primitive: Clusapi" components. This may help.
