Windows XP doesn't work on FAT; it will run on FAT32 or NTFS.

I would like to suggest that you spend some time learning how to use Norton
Ghost. It's a terrific program, IMO, but it's not the easiest to understand.
When you clone a hard disk an exact copy is made, so when you clone a disk
formatted in FAT you cannot end up with a disk formatted in NTFS. What's
more, if you wish to clone a disk, there is no reason to install an
operating system on the destination disk, since the cloning process
overwrites it.

For right now, you should do a clean install of Windows XP, and choose the
NTFS file system when you do. Once your computer is completely ready,
install the old hard drive as slave and copy any user files (documents,
photos, etc.) to the new hard disk.
