Disk Defragmenter does halfway job

I am accustomed to the defrager on Windows ME, which
appears to do a thorough job of defragmenting and packing
files together.

The defrager on Windows XP, on the other hand, seems to do
what it considers "good enough for government work." It
often takes two or three runs to eliminate all fragments,
and forget about complete compacting.

Is there a rationale for this, or a way of working the
program that I am missing?

It does not do as well as the third party (but pay for) ones, especially
over compacting free space, for which the one I prefer is Perfect Disk
(www.raxco.com), which also does not need the 15% spare disk space
needed by the inbuilt one and I think by Disk Keeper

But none of them appears to produce *complete* defragmentation - though
when you look, files left over tend to be so rarely used that
fragmentation is of no importance.
