Is it possible to set up a discussion web on an internet
site? Everything I read talks about Sharepoint Team
Servers, and I want to use the discussion web in a manner
similar to this newsgroup.

Front Page 2002.

Yes. All you have to do is select new web, discussion web wizard. Select use
in existing web or it will make a new sub-web for just the discussion.
