Disc cleanup won't run/no downloads of updates

Try to run the disc cleanup and it gives a message that it has encountered a
problem and needs to close now.

Also cannot download any updates, new programs, Cannot download any
attachments or up load any.
Cannot access "User Accounts"

Have 174 MB available disc space.
