disc clean up of temp internet files and other files

I am having a problem cleaning up files on my C drive. When I click on
"delete temp internet files" there is a lock in front of it. When I view the
files, it states "this page has unspecified potential security flaw. Would
you like to continue?" If I say yes, I can view some of the files but don't
know what they are. Sometimes I can then delete them, but sometimes they
come right back. I have never had this problem before.
 
Go to run,type:%Temp% Go to edit,select all,delete all.These files have
no use anymore,once in awhile,one or 2 might be in use,reboot,retype %Temp%
do the same...
 
I did what you suggested but didn't delete; I viewed the files that would be
deleted and most of them were XML files. I am not sure what they are. I am
afraid to delete something I don't know what it is. Also, I went into
Windows Explorer and looked for cookies. There is a notation for cookies
but nothing in there. That seems strange to me as I have never deleted
cookies as far as I can tell.
