Disabling Windows Update

What's the best way to disable Windows Update so that the casual user can't
just go into the Control Panel or System Properties and reenable it?

Start | Run <type in> services.msc <enter>

Autoupdates - Stop, Disable, Apply works for me.

No it doesn't, it can be enabled in the control panel -
Running XP Pro? you can run: gpedit.msc
and disable it from there, you need to search around for it.

If all else fails you can always rename or move: wuaucpl.cpl
This is the control panel program that access's the autoupdate - (it
won't be listed)
