Disabling PST's Without Disabling Archiving

We want to disallow and disable users from creating and using PST's. We
found KB article 323244 that describes a registry setting to disable the
creation and use of PST's and after some testing found that this works
great. However, applying this registry setting not only disables the
creation and use of PST's, it also disables archiving - a feature that we
wish to leave enabled to satisfy certain user needs. Is there any way to
disable the creation and use of PST's while still allowing archiving (with
the knowledge that once the items were archived they could not be easily
accessed without the involvement of ITS given that PST's would be disabled)?



If this isn't possible, is there an alternative way that certain users could
"archive" emails and other Outlook items into some sort of folder structure
quickly and easily? Through testing I've found that you can certainly do a
one by one save to the location or media of your choice and you can drag and
drop multiple items to the location or media of your choice, however, there
doesn't appear to be a way to save or drag and drop an entire folder
structure of items to the location or media of your choice. We're also
specifically hoping to be able to do this directly to CD. Perhaps there's
an add-in or third party tool that could allow us to do this?

The closest you could come would be to disable the toolbar and menu commands to open and create .pst files, including data file management, and use a group policy setting to prevent users from making any changes in their mail profiles.

There are many third-party archiving tools that don't involve .pst files. See http://www.slipstick.com/addins/housekeeping.htm
 
The third party utilities listed on slipstick.com look like they would do
perhaps exactly what we're looking for, however, I've been informed that
we're looking specifically for an actual Microsoft add-in utility that would
perform this function. We do not want to have to invest dollars in this
solution. Does anyone know of any Microsoft add-in utility that would
perform this function?

Microsoft offers no archiving utilities that I know of.
