Disabling Internet Downloading in Guest Account

Is there any way to disable a Guest account in XP home from downloading
anything in Internet Explorer 6.0 ?

I would still like them to be able to view sites.

Addendum: I forgot to state that I know how to stop someone using the
account from downloading by clicking on tools and deselecting the download
feature.

I am trying to find a way to make that limitation unchangeable by the Guest.
