Disabling IKE in IPSec configuration

I am looking at the IPSec options provided with XP. I
cannot see any way to disable the use of IKE for
exchanging keys. I would like to set up an IPSec
connection to a device that only supports manual key
configuration.

Can this be done ?

You can configure IPsec to negotiate hard associations
using a preshared key, yes. However, IKE is part of the
IPsec definition and is still used for the negotiation.
