Disabled Task Manager

Msg: Task Manager has been disabled by your system administrator. I am the administrator on my computer, I did not disable task manager. I can't get it enabled again. Sometimes when I shut down I get three user icons: mine, my son's and one with chess pieces that says "administrator." It's password protected and I've never password protected an administrator icon therefore I can't get into that user screen. The only users that show up on my user account screen is mine and my son's. Suggestions?

Click on Kelly's link, below, click "T" and scroll down to...
"Task Manager - Control/Alt/Delete - Doesn't work"
 
Thanks for the help with this problem, fixed in a few secs.

Any idea why the problem ocurred?
