Disabled play button in sounds and devices control panel

Why is the play button disabled in the sounds and devices
control panel applet?

I can play and hear .wav files but I cannot get them to
play with a sound theme. For example, using the sounds
and audio devices control panel applet I can
configure "ding.wav" to play on app open but the small
play button next to the browse button is disabled. I also
don't hear "ding.wav" when I open an app. My default
audio player is the windows media player.

Sound (cd audio, .mp3, dvd, etc) is working great other
than this annoying problem.
