Kids played with computer, change monitor setting to disabled. Won't display
in safe mode (except pick safe mode screen), reinserted card, tried different
monitor ( get XP loading screen for 5 seconds only). Nothing but black
screen. I know windows has load because I can hear the jiggle.

Is there I way I can reset the monitor/dispaly setting without being in
windows?

Can you see another copy and write down the keys needed.

Ctrl + Tab changes tabs, Tab cycles through things that can have the focus, enter = ok, esc = cancel, Ctrl + Esc opens Start, Underlined letters activate the menu item (except on Start which uses first letter), etc.

What is " pick safe mode screen"?
Try Safe Mode w/command prompt only!!
at command prompt type: C:\WINDOWS\system32\Restore\rstrui.exe
asuming "C" is your windows drive.
this is Sytem Restore. Roll back to previuos date.

Still blank screen...

Do you get Blank screen when using this mode?

Or Still get blank screen when choosing a restore point?

Look at the first reply. David Candy is saying you can re-enable without sight!
On my XP HOME, I did this per his post:
(Added the 1st two steps, 'cause my Startmenu is set up different from yours.)

1)Start Windows; give it time to finish loading everything.
2)Physically, push your mouse up & left as far as you can. As you can't
see the pointer, this should avoid any Icons. Right click.
3)Press UP ARROW key once FIRMLY. Press ENTER key.
The Display Properties openned, though invisible.
4)Press each key following FIRMLY, in this order:
TAB,TAB,TAB,TAB (4 times, that is)
RIGHT ARROW (4 times, Firmly)
TAB (7 times, Firmly)
Press ENTER. You are in Advanced settings.
5) TAB ( 5 times)
RIGHT ARROW (2 times)
TAB (once)
ENTER. You are on the Monitor Properties page.
6) NORMAL key tap on TAB.
UP ARROW, firmly.
Almost done.
7)TAB firmly.
ENTER.
8)Restart. Pushing the button on your computer (just a push, not a hold)
will properly shutdown Windows. then push it after full stop to restart.

Happened to me once. Was having trouble with my graphics so I checked my
settings. They weren't 800 x 600 anymore. It said something outrageous like
1,000,000 x something else ridiculous. I tried to change it but this was the
new lowest setting. I figured it was just reading wrong so I did a restart.
What came up was a black screen. I ended up having to reinstall the
operating system. Just make sure it isn't your graphics card or moniter
before reinstalling. I think the cause was a bad screensaver as I download
them a lot. Someones idea of a joke.

I hope there instructions work, but if your on xp pro, where it says tab 7
times, it's actually 4 times. You don't say which edition your using.

First time I did that, I got 4 Tabs , also.
Repeating, it took 7, every other time. Thats why I wrote FIRMLY. It just
fluked the first time, like a double-tap on the key maybe.

Definitely HUMOR! and XP Home, here.

Oh, "Rope2win": check your plugs. May be in by a hair, only.
Or the monitors built in brightness, etc. controls may be the dog.
