disable right click on desktop for all users except administrator

Is there a way for me to disable the ability for users to
right click on their desktop and make changes. If they
right click I do not want anything to show up. I want this
for all users on the computer except administrator or
someone who is part of the administrator's group.
 
GPO -> User Configuration -> Administrative Templates -> Control Panel -> Display

Enable the next options:

Hide Desktop Tab
Hide Appearance and Themes Tab
Hide Settings Tab
Hide Screen Saver tab

This prevent users from seeing and changing the settings.

Apply this GPO to an OU and place all users except of Admin staff there... Or you can edit ACL for this GPO and check DENY on Read and Apply for Admin Staff.
