disable download

Hi,
Sorry for repeating the question, but i don't seem to get the solution ^^"
Does anyone know how can I prevent people from downloading? I am going to
open an internet cafe, but I just want to allow customers to visit websites
while preventing them from downloading files. First, this can help reduce
virus, second this can help reducing traffic. Does anyone know how I can do
that?
Also, I am thinking of which plan to join.... Is 10GB download limit
enough for 15 computers' internet cafe each month?

Internet explorer >tools > internet options > security > select zone >
Custom level >disable file download
 
It may also be helpful to disable the IE control panel once file downloads
have been turned off. This can be accomplished by adding a new DWORD value
to the HKCU\Software\Policies\Microsoft\Internet Explorer\Restrictions key.
The value should be named "NoBrowserOptions", and the value should be set to
1. To unlock the control panel any time after this value has been added,
simply change the value to 0 or delete it entirely.

Just disabling downloads is not going to completely protect your computer!
You have to do a lot more to lock it down. I would think that some
troublesome individuals would think it fun to "take down" a public computer!

1. Install ZoneAlarm Professional. After you configure it correctly, you can
lock it down with a password to prevent others from changing the settings.

2. Install the antivirus program of your choice (Norton AntiVirus 2004 will
allow you to lock the options with a password also). What I am going to
suggest it that you manually update the virus definitions once a week. In
number three, you will see why!

3. Install GoBack 3.0 WITH the latest update. You can set this program up so
that anytime the computer is rebooted, the system will come back to a
preconfigured state, which you choose. The setting can be locked and
password protected. No one can change it's operation but you. When
configured as such, no matter what happens to the computer, no matter how
hard individuals try to crash the computer, no matter what
virus/worm/trojan/bug gets on the computer - a simple reboot will bring the
computer back to it's clean state. There will be no evidence of the
damage/destruction that was caused.

Here is the rub! Any updates to the antivirus will be gone as well. To
update the antivirus, "you" will have to disable the system lock - install
the update (or any updates for the system) - then relock and reboot the
system. With one or two computers it's not too difficult. With 15-20
computers it will be labor intensive.

Great idea with go back, but why not make it even easier?
Forget Nortons antivirus, go with Trends Office Scan.
You install it on a computer acting as a server which downloads new
definations
automatically, and pushes it to all of the clients.When they boot and
notify the server they are online, it send the updates. It can also schedule
scans,
instently lock the entire network incase something did get through and lots
more.
The "server" controls everything and the users could not change or tamper
with a thing.
