From the FAQ at
http://www.microsoft.com/windows/di...=/windows/directx/productinfo/faq/default.htm

Q. How do I uninstall DirectX?

A. DirectX 9.0 is a system component and cannot be uninstalled. If there is
a problem with the DirectX installation, it can normally be resolved by
shutting down all running applications and reinstalling. As mentioned
previously, DirectX 9.0 is fully backward-compatible with titles written for
previous versions of DirectX. If you are having other problems after
installing DirectX 9.0, these can often be resolved by installing updated
drivers for your display card, audio card, or input device.

There's no uninstall with DirectX.
Some utilities have been written to uninstall DirectX.
DirectX Eradicator seems to be the one you want.
The DirectX Eradicator homepage is down at the moment so it's not possible
to say whether it's been updated to remove DirectX versions up to and
including DirectX 9.0b.
It's possible that DirectX Eradicator hasn't been updated (yet) and can only
remove earlier versions of DirectX.

The page you are looking for has expended its monthly bandwidth allowance
and will be frozen until more is purchased or its bandwidth is reset.

A search on Google for "DirectX" remove uninstall will give more
details.

Check your video setting and make sure "vertical sync lock" or
similar is enabled.
