DirectX 9.0c Install "did not copy"

Well ive downloaded the DirectX 9.0c from the microsoft web page and tried
installing it and it got half way before it stopped and said "directx did
not copy a required file" Thats it. Says DX 9.0c failed installing. I
have re-downloaded the file, systems restored and installed again, am
getting very irritated at this point. Looking for any help. Would be
greatly appreciated.
