Downloaded and ran the DirectX 9.0c End User, and attempted to install, the
install runs, tells me it completed successfully, but DXDIAG reports that
DirectX is still 9.0b.

Tried the Web update for this, same result.

Tried a tool to remove DirectX and restore the Windows XP 8.1 that came on
the CD, it asked me for the CD, I rebooted, and got a stop error.

QUESTION
1) I was running the May 2004 SP2 Beta, al lof my DirectX 9 stuff was dated
May29th 2004, is there a chance that the Beta SP2 was not allowing the
DirectX to be updated?

Jeff, when I read your question -- the first my thought was answered at
the end:
1) I was running the May 2004 SP2 Beta, al lof my DirectX 9 stuff was dated
May29th 2004, is there a chance that the Beta SP2 was not allowing the
DirectX to be updated?

Yes, you caught the culprit.

With no warranties -- but usually that worked: I would run (Start --
Run...) Regedit, look in

[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Windows]

and replace the "CSDVersion" value in the right pane with dword value
00000100
(it is 00000200 now, I think). After restart it is possible to install
the official SP2 Release then, with its DirectX 9.0c -- on top of
SP2-Beta.

But don't do that just now: probably someone will give the other working
answer, or explain the possible pitfalls of this solution.
