Digital video tape damage

My Panasonic mini DV camcorder had a misaligned head when
I taped an important volleyball game. The camcorder is
now fixed but the tape has a 'blip' in video and audio
approx every second.
I was told that the time code is fine.
I would like to edit out the blips. Has anyone had a
similar experience? What digital video software would do
the job? Any suggestions?

There is no such thing as an important volleyball game.
