Thanks for the help here is the final formula that works for all m
parameters.

=IF(AND(Sheet1!E3="x",B2-B3<C2,B2+B3<>0),1,0)

I had to copy and paste the formula across the columns and change th
reference for each "X" cell but once I did all the way across for tw
rows I was able to just drag and fill downward for the rest of th
sheet.

Only took 8 hours but finally done.

Sorry if I'm poking my nose in here, but this tickled me so much. It's
amazing the great pains and hours we'll go through to save us only a few
minutes of future time. ;)
