'I;ve selected "English (U.S.)" as the default language in a Powerpoint 2000
presentation for spell checking. One page in the entire presentation was from
a presentation created in Germany by one of our overseas offices. The entire
presentation takes on "German" as the default language, and when I spell
check, nothing I do permanently changes the default language/dictionary back
to English U.S. I've even tried cutting and pasting the whole presentation
into a new template. The language/dictionary still defaults back to German.

You need to change the language IDs of all the textboxes. Here's the code to
do so.

I will need to copy and paste the code into a macro into each presentation
that contains languages other than English from now on?

No.

As long as the presentation that contains the code is open, you can run it.
I haven't looked at the specific code, but as long as it works on the
ActivePresentation, you should be ok.

Another alternative is to turn the code into an addin.

Create an ADD-IN with TOOLBARS that run macros
