Dialing rules don't work

I can't get a simple dialing rule to work correctly with
faxing. I'm using WinXP Pro. I live in an area where all
numbers within my area code only need to be dialed using
the seven numbers. So I set the area code rule for 'My
Location' to not dial the area code for all prefixes. I
use MS Outlook 2003 and have some fax numbers saved. I
can't get Outlook to accept anything less than the full
number including the +1 and the area code, but I don't
care cause dialing rules should just take care of it,
right? Wrong.

Whenever I try to send a fax using the XP fax
wizard/printer, whether I put the number in manually or
select it from the (Outlook) address book, and have the
box checked to use the dialing rules, it enters the
entire number in. This is totally aggravating. I have
read the KB article that explains to use the +1 (nnn)nnn-
nnnn format and have done that. Still doesn't work. ANy
help appreciated.
 
Indeed, if your fax numbers are in international format, it's all up to your
dialing rules.
Examine them. Make sure your dialing location is set correctly.
 
I'm pretty certain everything is set up correctly. The dialing rules just aren't picking it up for some reason.
