dial-up modems will dial, but not connect

A strange problem. Two friends in different parts of town both with
older towers (win98 and dial-up modems) lost their ability to connect.
We did have a big storm the other night. Both computers seem to work
fine except that neither will connect.

Both do the same thing,.. they dial and then wait and wait. Nothing happens
and the connection attempt times out.

What could cause that??

ISPs down but their modems are still working.

The first thing I did was to dial the number from my cellular. It answered
and worked.
I can't seem to get the computer that I am working on Compaq win98 to see
the modem
in the pci. So the driver is not associated with it. I bought a new modem
and it can't see
it either. The modem is seated solidly into the pci slot. What else could
cause that??

A friend recently installed a replacement modem in his Compaq and Win ME
wouldn't recognize it. Had to run the install hardware and tell it a modem
was there before it would recognize it.

When you add/remove the pci modem from the slot do you get any info
during POST that says an update has taken place:

something like Updating ESCD... success!!

Problem with Compaq is that they may hide this kind of info. Are you
able to access the BIOS so that it disables the LOGO display?

One other possible place to look. In device manager is anything showing
up with a yellow exclamation mark against it.

Also, boot to safe mode and see if there's anything listed there under
modems and remove it. Then shut down, put in the pci modem and boot as
normal to see if it gets picked up.
