I have been having a problem with my dialup. I have no problem
connecting to the internet when i first login. When I close the
connection after being connected to Firefox it will connect and when i
go to the page . It says server will be down. I checked Task manager
and it will store an additional copy of my dialup and it says non
operational. Almost like it never fully shuts down. I have attempted to
reinstall the modem and the connection itself and it still fails to
connect.

1. Make sure the computer is virus/malware-free:

This is standard troubleshooting when dealing with Internet connectivity
problems.

2. If the computer is clean, update the drivers. I know you said you
uninstalled/reinstalled but I don't know what drivers you used. Get
drivers from either the modem mftr.'s website or from the OEM's website
for your specific model computer if you have an OEM machine like a
Dell, HP, Sony, etc.

3. If the computer is clean and updating the drivers doesn't help, test
the modem hardware:

a. Swap out the cable that goes to the phone jack for a new one.
b. If that doesn't help and it is possible, try a different phone jack.
c. If that doesn't help, test the modem with Hyperterminal and a cell
phone (or another phone line). If the modem won't connect using
Hyperterminal, then uninstall it and swap it out for a known-working
one. Uninstall means to first uninstall the software and then to shut
down the computer, unplug it, and replace the actual hardware with a
known-working modem.

Testing hardware failures often involves swapping out suspected parts
with known-good parts. If you can't do the testing yourself and/or are
uncomfortable opening your computer, take the machine to a professional
computer repair shop (not your local equivalent of BigStoreUSA).
