Jet security has been a hassle-- and it's just plain not secure.

It's best to get away from using this type of security. That is why
this security model was removed from Access 2007.

SQL Server has a much much much simpler security model, you can easily
use ActiveDirectory groups and users.
 
Steven or Aaron or whoever you are, it is correct that User Level Security
is not especially secure, and it is clunky to use, but as you should know it
is still available in Access 2007 when it is used to create mdb files.
