Devices or applications disabled

After installing HP CD-Writer Plus on Windows XP I get on the lower right
hand corner a balloon with the following message:

<Yellow triangle with exclamation mark> Devices or applications disabled.
'CD Recording Software' will cause Windows to become unstable. Windows has
prevented these drivers from loading. Click here for more details.

When clicking on this balloon it disappears. It reappears whenever I restart
the computer. If I do not touch it it disappears after a short time.

What can I do to remedy the situation, so that this will not appear?

There are a number of patches available to fix problem with CD Burners. Just
go to http://windowsupdate.microsoft.com and install all the updates,
patches, security fixes etc... and it will probably go away.
