I seem to have a lot of useless devices loaded in the device manager (If that
is the little window in the right hand corner of the task bar). How am I able
to remove permanently some of the ones that aren't doing anything.

How do you know they are useless? Post back with some examples of what
you consider "useless". The icons you see in the Notification Area
(this is not the Device Manager) are not "devices". They are programs
running. Normally to stop programs running when Windows starts you
first look in the programs' for preferences/options. If the programs
don't have options, you can use the System Configuration Utility.

However, someone who doesn't know the difference between the Device
Manager and the Notification Area on the taskbar should be extremely
careful in making changes to Windows startup. I'm not saying this to
hurt your feelings; just being practical. You might want a professional
to look at your computer instead.

I think you're talking about the Systray.

To turn items "off" :-

Start -> Run -> msconfig <ENTER> -> Startup -> untick unwanted items
(if it causes probs, then just re-tick them)

Also check your Startup folder in the Prograsm menu. Click-and-drag to
the desktop any unwanted programs. If it causes probs, click-and-drag
them back to the Startup folder
