Devcon.exe enable device with User Account

Hi All,

I am trying to enable a device with devcon.exe with the following
command:
DEVCON enable PCI\VEN_1260^&DEV_3873*

This failes when I am loged in with a Dummy Account. Does anybody know
if that should work with a User Account?
I need this for some users out there but it doesn't seem to work when
you're not an Administrator.

Any ideas, suggestions?
