Determining if a message was read without receipt emails

I have a new Exchange 2003 server and I'm playing with features prior to
deployment.

Is it possible to see if a mail messsage sent from one exchange user to
another on the same server has been opened by the recipient without sending
back an forth receipts as separate messages?

Ideally, I would like to look at the properties of a message in my sent box
and see delivery or open times.
Does such capability exist? I have been testing with outlook 2000 and
Outlook Web Access and can only find support for emailed receipts
(Tools|options|E-mail Options|tracking options). perhaps in the Outlook 2003
Client?

No, there is no tracking without the receipts.
