is it true that windows is constantly redrawing the icons on my desktop ,
would it better to put them into a folder?

The entire display is "redrawn" 70 to 85 times per second, depending
upon your chosen refresh rate, regardless of what's on the desktop.
This is a function of your video adapter and monitor.
