desktop shortcut icon location

I have an application which creates a desktop shortcut
to an internet address. The location of the icon is also
a web address in the form of \\stuff.alphaCompanies.com/images/alpha.ico

On some desktops the icon is never resolved and the default
icon for IE is displayed. (note the shortcut to the web address works)
Is this a firewall issue or a setting on the user's computer which
prevents the icon from being resolved?

Why don't you copy the icon file to your computer then point the shortcut's
icon to the location on your computer?
 
Just righ-click on the desktop icon and select properties. There is an
item to change the icon at the bottom (3 tabs - middle tab is what you
need called Change ICON). Select this and choose your new icon.
