desktop problem

My desktop has this weird problem where 1/4 of it is covered with a
non-interavtive section, this section looks like when i open "my computer",
but i can't get it to go away...

You can see that above the start button there is a section that is covering
up my desktop pic, and I WANT IT GONE.
Could anyone help me? Any comments would be appreciated.

Click Start/Run and type:
regsvr32 /i shell32.dll
Restart Windows.
