When ever I turn on my computer, login, and my desk top comes up the icons
will blink several times while the computer is booting up, what can be
causing this?

The question you need to ask is "When I have finished booting up, does my
system work okay?" If it does, then be happy, don't worry.
 
It is setting the icons and shortcuts to the desktop. All PCs do that
it is just more noticeable in some.
