desktop icons

I am having a problem with the wording which is beneath the desktop icons on
my monitor (example: Outlook Express). I would like for the wording to be
either white or black, without a color block behind the wording. I've tried
everything I know in the Display Properties. Can someone tell me how to fix
this little problem?
 
Desktop icons and icon labels may not display background transparency or the
drop shadow effect in Windows Server 2003 and Windows XP:

Additional note, from Keith Miller:

Four things are required for transparent icon backgrounds:

1) 'System Properties' -> 'Advanced' tab -> Performance 'Settings' ->
'Visual Effects' tab:
"use drop shadows for icon labels..." must be checked

2) Right-click on Desktop -> 'Arrange Icons by' -> "Lock Web items..." must
be CLEARED

3) If you have any web content on your desktop, transparency won't work.

To check for web content: Display Properties > Desktop tab > Customize
Desktop button > Web tab >
make sure all checkboxes are clear.

4) Wallpaper must be an image file, not html.

I have done all of that, but I still have the solid background. I do
not have the transparent background.
