As Frank said, I don't know why OE would be involved in this at all. We
just don't have enough information to help you. We don't know anything
about the friend's computer, whether he could make shortcuts before,
the virus/malware status, or the exact error message.

I'm not saying this to hurt your feelings, just trying to maximize your
chances of getting focused help.
Here are some things to try in the meantime:
1. Make sure the Desktop isn't locked by going to the Display applet in
Control Panel and looking on the Desktop tab. Click on Customize
Desktop, and then click on the Web tab. If there is a checkmark next to
"Lock Desktop Items" uncheck it, Apply/OK out.
2. Click on Start>All Programs and pick a program such as Wordpad.
Right-click on the Wordpad icon and, holding down the right mouse
button, drag it to the Desktop. Let go of the right mouse button and
you will get a context menu. Left-click on "Copy". Do you get a
shortcut to Wordpad on the Desktop?
