desktop icons wont move

I am currently unable to move any of my desktop icons
around. I do not have Auto-Arrange, align to grid, or
any of the other "arrange by __" boxes checked either.
Any help you could give me would be much appreciated.

This is an answer from left field but I can't see any harm in trying it...
Right-click the Taskbar and uncheck "Lock the Taskbar", then try moving
icons. Whether this works or not, be sure to recheck "Lock Taskbar" if this
is how it was set up.
