Desktop Icons removed in all accounts

I cleaned up the desktop icons in my acct and same icons were removed from
other user accts on the same computer...

Can this be avoided/prevented?

You removed the icons from "c:\documents and settings\all users".
This profile folder is shared by all acounts. If you wish to have
your own icons then you must place them into your own profile
folder, e.g. into
"c:\documents and settings\keith\desktop".
