Desktop icon

An icon has appeared on my Desktop that is not associated with a program. The only thing that is shown underneath the icon is the symbol ~
Can anyone tell me an easy way to find out which program I can use to open it?

It's a backup copy of your address book. You shouldn't be seeing it but is a bug in some update. Delete it.
