desktop icon and wallpaper

I have problem when selecting any particular background for my wallpaper, instead of sychronizing with the background, my desktop icons will not become "TRANSPARENT" on the title box. Any idea where to fix this issue? I tried to look around on DESKTOP -> PROPERTIES -> APPEARANCE -> ADVANCE ... but to no avail :( .... somebody please help ... thank you.
 
Icons - Transparent
Click on the Start button
Select Control Panel
Then select Performance and Maintenance/Adjust Visual Effects/"Use drop shadows
for icon labels on the Desktop".
Classic – Control Panel/System/Advanced/Performance/Settings
If this still doesn't do the trick, right-click the desktop, point to Arrange
Icons By and make sure that Lock Web Items on Desktop is un-checked
