Desktop Configuration Issue

Hi all.

The QuickLaunch bar, and task bar settings seem to disappear each time a
user logs out of the computer, and default back to no QuickLaunch, locked
taskbar, and the default task bar size. All other custom settings seem to
be maintained for the next session (bookmarks, history, cache etc.)

Anyone know what key or setting I might be missing trying to get XP to
maintain each user's Task Bar and Quick Launch settings?
