desktop bar ! please help

a problem is , when i open window of document or anything, it iddnt show on
the desktop bar, i only can find it in alt-tab....only the language bar and
the minimize window media can show on the destop bar...
when the language bar off whole desktop bar will hide automatically and cant
make it appear again...
how to repair it??
