desktop background problems

I can not get a background to appear... I see it when I turn on for a moment and then it dissappears and is white and blinks occasonally.

I had a an adware problem and had to delete a file in c:\windows\web\desktop.html to get the ad off of my screen

please help

My original post never showed.

Anyway, I ran adaware, spybot, hijacker, cwshredder, Norton antivirus, disk cleanup and defrag. I run Norton Internet Security, and no flags went up. It came in during a string of 6 web pages I couldn't get out of fast enough, during a Yahoo search.

System response is extremely slow, yet task manager shows no applications/processes running. System restore failed.
