Desktop Background is Disabled?

For some reason, the controls for changing my background picture are greyed
out. I can set a new background only from Internet Explorer. And, even
then, I cannot then go to Windows and tell it to tile or center, etc. Or to
change to some other picture that I might have locally on my hard drive.

Any thoughts? Thanks.

-----Method--1-:---------------------------
Registry fix-Automated :
http://www.kellys-korner-xp.com/regs_edits/wallpaperenable.reg
--------------------------------------------

-----Method--2-:---Manually (XP -Pro)------
1. Start > Run > gpedit.msc
2. Under User configuration > Click [Administrative Templates\Control Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to "Not Configured"
--------------------------------------------

-----Method--3-:---Manually (XP -Any)------
1. Open Regedit
2. [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4. [HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3
---------------------------------------------

If the above fails :
Microsoft Method- <http://support.microsoft.com/kb/921049/>

One or more of the following worked. Not sure which, as I only rebooted at
the end. But the background window is now again working. Thanks!!

The first fix is same as doing 2nd+3rd+4th but it is automated.

You are welcome.
