I have a very wide blue column that runs from the top of
the screen to the botom and about 1/4 of my screen on the
lefthand side. It shows details and other places.It can't
be made smaller or wider. My icons can't be moved either.

Please help !!!

Go to blank spot on desktop and right-mouse click, choose Properties, reset
resolution to 640x480x16 colors and refresh rate to 60 Hz (on Advanced, go
to monitor tab). OK your way out and reboot. Does the screen look proper now
(excusing the lousy resolution and large icons)? If everything works, this
will prove that your settings were inappropriate for your hardware. In which
case, go to monitor and video card mfr's websites and DL/install the latest
drivers for both. Make sure that they reflect appropriately in the video
properties. Set them to a comfortable resolution and refresh rate (check
monitor manual/website for compatible settings).
