Desk top Shortcuts not working

O/S is WinXP Home. I keep losing my desktop short cuts to the Floppy drive
and the CD drive. When I click on them they go into a "Browse" mode.
Why is this and how do I correct the problem?

Moir;

I use InCD. I have to close InCD, delete the shortcut and open InCD again,
which creates a new shortcut. Every time I reboot. ;o)
