What would be the best way to deny access to MSN MESSENGER in an office
where people past their time to chat instead of working.

Can I use the host file ?

Fire the worker who abuses it the most and tell the others they will be
next.

I will certainly not fire all secretaries.

Not sure how this works in an office with multiple MSN MESSENGER clients, but
the the best way is to install a firewall and block the IP traffic over the IP
ports that MESSENGER uses. Internet office access should only really be using
standard IP protocols:

IMAP
SMTP
POP
WEB
Secure Web
SSL
