deliberately want to receive ONLY, not send/receive

Frustrated Outlook User

Is there any way to, at times, purely voluntarily and by choice, POP
in and receive any mail, but NOT send any mail queued in the outbox?
I'm trying to start using Eudora less, if not give it up entirely, but
at least it let you "receive only" by choice and at will.

I'm looking for some setting I'm missing, or even a plug-in, not a
"deliberately misconfigure the send settings" or "deliberately
misconfigure the send settings for a bogus/alt account" workaround.
 
With what version of Outlook?

Man, I'm sorry I forgot to mention the version. Outlook 2002, Win.
Thanks for asking. Hope the answer isn't "you can't". Will scour
your site in the meantime.
 
You can configure each account independently whether they do a send and/or
receive in Tools-> Options-> tab Mail Setup-> button Send/Receive-> button
Edit...
Select the account you want to configure and set only one account to
receive.

Tried that already. Seems to have no effect. Even with "Send mail
items" box _unchecked_ (directory tree to the left shows Personal
Folders |_ Inbox (checked)), mail queued in the outbox is still sent
out. This almost seems like a bug. I have already applied all
service packs and patches. I only have one group/account, total.

Besides, even if unchecking that box had the desired affect, I still
wouldn't be able to do a receive-only "at will"; I'd have to keep
going back in to toggle that checkbox back and forth to establish the
desired condition before clicking send/receive.
