Deletion of temp files

I've heard it's safe to delete all the files and
subdirectories in C:\Windows\Temp, but is it also safe to
delete all the files and subdirectories in C:\Documents
and Settings\Owner\Local Settings\Temp?

Yes. You can delete these files. If something is in use,
Windows won't let you delete it.

If you have just installed software wait 'til you reboot before
deleting.
