I was looking at the "add/remove programs" section of my
PC. Irecently upgraded from ME to XP and I noticed
the "Windows XP Uninstall" is 597.00MB in size. If I
still have the Windows XP upgrade CD-ROM, can I delete
Windows XP Uninstall from my PC?

Change from FAT32 to NTFS. Then it won't work. (It may even erase it for
you, but I don't have the experience to tell you that.)

Rich;
If you have no intention of ever going back to the previous operating
system, those files are safe to delete.
Open Disk Clean-up.
There should be an option, check the appropriate box (I always check
all boxes), run Disk Clean-up.
