Deleting NTuser.dat file

I have XP Home Edition, SP2 and all updates.

Can I delete the NTuser.dat files I see on occasion? What
do they do?

I delete the index.dat files every now and then nad want
to know if I can delete the NTuser.dat files and the
NTuser.dat.log files.
